I like the idea of an armed society but the majority of Indians would not use their guns. By having an unarmed police force, as India does, it means more funding can go towards the army.
Although i support a fully armed planet, where everybody in the world carries a gun, countries which arm their societies spend to much money on weaponry.
The Usa has not got a single state where the law says everybody must carry a gun.
Heres another situation. A gang get together and greatly outnumber the people in a town. They could walk in and slaughter many people because theres more of them.
What would be better is if the amount of Indian Police who are trained with firearms was increased and more armed officers put on the street.
However the amount of Indian Police who are corrupt and have already found their way into the small percentage of Indian Police who are issued guns ((about 4%)) is disturbingly high--imagine a routinely armed and heavily corrupt force!!!!

"One possible solution to all the above given scenarios is we train our Police force with special training, make SWAT forces, give more and more authority to police, give them the power to arrest any individual at any point based only on suspicion, force every citizen to carry IDs. Basically turn the whole nation into a Police state."

That's not becoming a Police state, that's just being responsible to yourself and the people around you. Every citizen has an identity proof of some sort, and generally, it's not very tiresome to carry around.

I guess the best way is to tighten our borders(especially sea routes) and provide ultra-modern armery/weapons and training to armed forces on how to prevent/tackle such terrorist attacks in future.
